Should Delhi Get full statehood? (And powers over police?)

First thing Arvind Kejriwal did after results came out was to go and meet PM and other ministers and seek full statehood for Delhi.





WHAT DOES FULL STATEHOOD MEAN?

Full state of DElhi means Giving state government control over three areas:

1. DDA - Delhi development authority
2. MCD - Municipal corporation of Delhi
3. Delhi Police

Municipal Corporation of Delhi has topped the corruption chart with about 4,300 cases and is followed by Delhi government, Delhi Development Authority and Delhi Police.

There are about 457 corruption related cases against the Delhi government employees including 137 from Delhi Jal Board (DJB). W

It is followed by DDA and Delhi Police where 305 and 133 officials respectively were facing corruption cases. Interestingly, 18 senior DDA officials have retired without their probe been completed.

Most of the government offices have been providing haven for officials to engage in corrupt practices. About 70 per cent of employees are working at the same post and at same place for about ten years which is against the norms,


1. DDA - Delhi Development Authority
Town planning and land allocation is planned by DDA. This comes under central government as of now! This means that central government decides how the land will be used.

Now central government and ministers have other things to work on. DDA is hence ignored and left at the mercy of corrupt system.

DDA is not functioning well as of now!

The GNCTD’s (Govt of National Capital Region of Delhi) Unauthorised Colonies Cell attributes the rise of unauthorised colonies to the Delhi Development Authority’s (DDA) failure to construct enough low cost housing in the face of large-scale migration from neighbouring states since the 1960s.

While all the political parties including BJP raise the issue of housing for poor and people residing in these colonies. Why can't Delhi DEvelopment Authority can't go under State govt? To materialize dream of proper amenities for these people?

DDA's task is toplans things related to new layouts, plans and develop new housing for people of Delhi. Giving this to state government will empower DDA to speed up its projects so that problem of housing is solved.

Till now DDA has failed from a large margin to meet the needs of Delhi. Does it not need a specialised elected control so that biggest issue of housing in Delhi can be solved?

And what does central government has to do with complete control over DDA? And why should Delhi State Government not have any control or say in its policy and decisions?

Something to think about!


2. MCD - Delhi Municipal Corp


Sanitation, roads, street lights, park maintanance , parking. Are these things which are local in nature.

Today, MCD is ranked topmost corrupt (By official figures)


The MCD's Vigilance department has as many as 4,299 cases were pending against 3,350 officials. Out of the registered cases, 1,435 cases were by anti- corruption branch of the Delhi Government, Police and CBI whereas 2,877 such cases were registered by its own vigilance wing.


If this is not failure and clear symptom of a disease that needs a change. Nothing ever will be! And these are just the reported cases. Think about the unreported cases and rampant corruption. The numbers mentioned above are just tip of the iceberg.


MCD is home to scams like having GHOST employees. Fraudulent withdrawal of salaries on behalf of hundreds of non-existent employees, it was revealed that 22,853 gardeners and sweepers were 'ghost' employees on the civic agency's payrolls and salary had been drawn on their behalf.

It had caused a loss of about Rs 500 crore to the public exchequer in five years.

Does the union home minister and prime minster have the time to look into these issues? Does this rampant corruption does not require attention and action? Does people of Delhi deserve to be exploited with such corruption and imagine the lack of service?





3. Delhi Police

 Delhi is termed as rape and crime capital of India. Currently Delhi police reports to union home minister and local Delhi govt does not have any control over Delhi Police.

The logic given behind not giving police control to state govt is that it Delhi is home to center govt and VVIPs


Is this point valid enough? Let's have a look at example of US

Washington D.C. there are different police jurisdictions within Washington, and the Capitol area is policed by Capitol Police, and not the Metropolitan Police Department.

Moreover, Delhi is not just another city. There is a reason why it was converted from a union territory to a city-state in 1993. Because Delhi is not just a city. It has a population and local civic issues and then government must have realized that people in Delhi deserve an elected local government.

Delhi Population is 2 crores,which is more than Uttrakhand, Jammu n Kashmir, Himachal Pradesh.

Do people of Delhi don't deserve specialized police service?

Argument against giving police power to state govt says that Delhi is home to VVIPs.
Sure, union ministers are important and they should get every commando in their z plus security cover. But What about 2 crore people living in Delhi? Why should they not deserve a police, law and order system like any other part of the country?

Do these 2 crore people not deserve a law and order system that addresses local issues?

I think after considering all factors and reasons, it is very possible to stretch more powers to Delhi CM.

I agree that its rather odd to think that Union govt can't have a police which is administered by local government.

But then its no less than a joke that 2 crore people in Delhi are not getting what people in other states get.

So will Delhi get statehood? Rather than coining the word. I would say that people of Delhi deserve better police. By better i mean police that addresses security of not just union ministers but also local people of Delhi... who are also citizens deserve equal facilties like people in other parts of the country.

But will union ministry and PM Modi let power slip on to their political rivals? Only time will tell.

But one thing is for sure. Ignoring Delhi statehood might be a political suicide for BJP.

If they don't address this issue common people of Delhi (and all over India) WILL remember this in next elections. This issue won't die, in due course. What happens in Delhi reflects all over the country.

So if BJP wants to control the damage it should stitch in time before it gets nine.

That's the beauty of democracy! Collective wisdom has its negatives but its far better than individual speculations.

And when its clear that there is rampant failure in DDA in providing afforable housing, MCD which ranks topmost in India along with Delhi police in corruption. And Delhi police which has failed in providing security to DElhi women.

Does BJP want to ignore these problems that people in Delhi face? I do not see a reason why BJP should not take interest in these issues. Politics is not same in India as it was use to be 20 years ago. Issues live on and don't die. EVen the smallest voices and opinions get traction in online media, which government cannot control.

Dear BJP, you might be planning to not give Delhi what it deserves so that you can blame AAP's government. If that is the case, please stop this method of dirty competition of defeating your opponent by unethical means.

Get into positive healthy competition. 
Give Delhi what it deserves. A positive step from you will be seen as your acheivement too! Healthy competition creates win win situation for everyone! That's new society we dream of, a better Delhi is what we should all aim at!

What's the harm in addressing the issue? Have debates and look for optionsMay be we can find a solution which satisfies all stakeholders?

 Please don't ignore the current state of Delhi police, DDA and MCD. It needs attention! It needs control of local govt addressing issues of people directly.



Central government looks good to manage the army. That's more important. Leave Delhi police to people of Delhi!
