One example of such bill is Gurudwara amendment act. It is stuck in parliament since 2005. And for your kind knowledge it does not even has any financial implications.

Kejriwal quit because he knew that Janlokpal bill would be stuck in centre for years like Gurudwara bill and none of the ministers would be sent to jail for corruption. He did not compromise with this fact. And hence quit.
